The Collective Impact on Future of Work in Bangladesh Project will support women working in the Readymade Garment (RMG) sector to strengthen their resilience to cope with the adverse effects of the COVID-19 pandemic. It is a continuation of the ongoing project “Future of Work for female garment workers in Bangladesh: Action for resilient and secured pathways”. The current phase will provide the foundation for the forthcoming scenario planning for the upcoming phase of the collective impact initiative. The previous intervention served a greater number of RMG women workers, children, men, and women, supporting them to absorb and recover from the shocks, and losses due to the COVID-19 pandemic. The overall goal of the project is to increase the resilience of female workers to respond to changing contexts within the workplace and communities. We intended around 11,000 women will have a greater capacity to respond to and recover from future and current adverse impacts on livelihood. This program is implemented under the program on dignified work which aims to create dignified work for all women. This thematic program implements multiple projects on the capacity building of workers and the entire ecosystem within the RMG sector.

Technical Coordinator- Knowledge Management and Communication will work as a senior team member for the project entitled Collective Impact on Future of Work in Bangladesh Project and will be responsible to lead the development and implementation of the Knowledge Management and Communication (KMC) related initiatives and developing relevant strategies for the project. S/he will play a critical role in upholding learning capturing and proper documentation to fulfill the project’s ambition and ensure evidence-based strategies, and necessary adoption.

The position will support the prioritization of KMC activities and products for Program Teams, as well as work with different teams across the organization (Program and Program Support) to introduce processes and systems that enable staff to continually review their practice and how to make it more efficient and effective, drawing out learning that can be used to improve work processes within and beyond teams, as well as contribute to proposal development processes (where appropriate). The position will work with Program/Impact Teams to ensure that knowledge products are designed, prepared, and shared in a way that promotes their use and application by end-users, within and beyond CARE Bangladesh. S/he will ensure CARE Bangladesh has quality, reliable and efficient information systems, tailored to the needs of different levels of management and operational staff.

II.  Responsibilities and Tasks:  

  • Describe the major responsibilities, principal tasks, competencies and end results for which the position is accountable (try to limit responsibilities to five).  List the responsibilities in the order of importance and state the percentage of time the employee spends on each responsibility during a typical year.
  • Employees who supervise other regular employees on a continuous basis should have Staff Management as the number one Job Responsibility.  The general rule of thumb for the percentage of time for management of others is 5% per direct report.  Example: If a supervisor has six direct reports then at least 30% of his/her job should be allocated to supervising those employees.

Responsibility # 1: Development and implementation of the KMC-related initiatives and relevant strategies

  • Lead the development of the KMC Plan, ensuring actions across all three elements of KM (Systems & Processes, Technologies & KM Culture)
  • Work with teams to ensure the inclusion of clear plans for KML within Program Plans
  • Ensure regular reviews of progress against the KML plan
  • Ensure the KML framework and plan are updated as appropriate and needed
  • Organize an annual Partnership Lessons Learned Workshop that brings together internal and external stakeholders
  • Produce regular documentation and analysis of KMC work for raising cross-learning and sharing within CARE and our of CARE (and internationally)
  • Ensure synthesis of key learnings is documented and fed into proposal development and advocacy planning processes
  • Support team members to develop KML plans/strategies (as needed) including selecting knowledge and learning partners

Responsibility # 2: Prepare policy/learning briefs, best practices guidelines, and case studies to generate resources for evidence-based advocacy, and link these lessons to CARE’s programming on women empowerment and violence against women in particular

  • Work with the project team to prepare policy briefs and best practices, in line with KM,  communications, and learning strategies both in the intensive and less intensive project areas
  • Develop necessary guidelines for identifying best practices and case studies for both intensive and less intensive project areas
  • Provide technical support to staff as and when necessary
  • Ensure that policy/learning briefs are of high standard both in terms of content and design

Responsibility # 3: Ensure effective implementation of  both internal and external communication strategies for the project

  • Lead development and implementation of communication strategy for the project
  • Assist in building the capacity of relevant stakeholders for the design and implementation of campaigns
  • Identify and oversee consultants/ resource organizations providing technical assistance for developing campaign materials and tools.
  • Ensure that all communication products are of high quality, and delivered in a timely manner
  • Ensure that reports for donors is of high quality and are delivered timely
  • Where relevant, work with Donors to ensure that communication is aligned and coherent
  • Work with counterparts on global and regional communications priorities
  • Ensure that the donors’ guidelines for communication are implemented in the project

Responsibility # 4: Assist TL and other colleagues in planning, implementation, and supervision of the team members as needed

  • Contribute to the development of the project’s operational plan and strategy.
  • Provide strategic and technical support to field staff of CARE and PNGOs, especially in the area of social mobilization and advocacy
  • Undertake field visits and share field findings with concerned individuals/colleagues and supervisor.
  • Carry out any other responsibilities assigned by the project management
  • Contribute to the planning and implementation of capacity building of project staff.
  • Provide feedback and support team to develop modules or manuals on relevant issues.

Responsibility # 5: Ensuring up-to-date learning about KM for development is fed into CARE Bangladesh’s KMC practice

  • Maintain a network of relevant knowledge for development (KM4dev) practitioners in Bangladesh, with whom information and learning is exchanged
  • Participate in relevant international networks on KM4dev, to stay abreast of key learnings in the field, and feed this in as appropriate into CARE Bangladesh’s KML work
  • Connect with other KMC teams in CARE (in the region & in CARE International), to share and draw in learning

III.           Reporting:
The Knowledge Management & Learning Coordinator reports directly to the Senior Team Leader and s/he supervises the relevant project staff. The position also works closely with the Director- Women and girls’ empowerment program (WGEP), and the CPRU team.
IV.          Working Condition:
The Knowledge Management & Learning Coordinator is based at CBDO with an extensive field visit up to 50%.
  • Qualification:
  • 5 – 6 years of professional experience in a senior management position in Knowledge Management and communication
  • Post-graduation degree or higher in any discipline
  • Experience in developing or managing KMC plans and strategies
  • Excellent understanding of concepts of Knowledge Management and Communication for development
  • Strong understanding of gender issues in Bangladesh and commitment to promoting the empowerment of women and girls
  • Excellent verbal and written communication skills in English and Bengali
  • Strong facilitation skills in learning, reflection, and planning processes
  • Demonstrable experience in publishing high-quality reports and articles
  • Good knowledge of relevant software-based applications
  • Excellent team player and building relationships
