Description

  • Caritas Bangladesh (CB) is a national and non-profit development organization operating in Bangladesh since 1967. It has its Central Office in Dhaka and eight Regional Offices in Barisal, Chittagong, Dhaka, Dinajpur, Khulna, Mymensingh, Rajshahi and Sylhet. CB is implementing 88 on-going projects covering 185 upazila focusing on six main priorities i.e i) Social Welfare for Vulnerable Communities (SWVC), ii) Education and Child Development, iii) Nutrition and Health Education, iv) Disaster Management, v) Ecological Conservation and Food Security (ECFS), and vi) Development of Indigenous Peoples.

    Caritas Bangladesh is inviting applications from eligible candidates (men and women) for the following two positions for the Homes and Community, MUKTE III and SAKKHAMOTA Projects which is based at its Central Office, Dhaka. The details of the positions including Educational Qualification and other qualities/competency are given below:

    Job Responsibilities

    1) Position: Homes and Community Manager

    Position: one (1)

    Age: 25 – 45 years (as on 31/07/2020)

    Salary Range: TK. 1,75,000/- consolidated per month. (Negotiable).

    Reporting to: Manager (Disaster Management)

    Job Nature: Temporary

    Job location: The position is based in Dhaka but field visit at Regional, Project and Field Offices is required.

    Educational Qualification: MSc in Engineering preferably with Civil Engineering/ Architecture from any recognized University.

    Experience, Knowledge, Skills and Abilities Requirements:

    • Minimum five years humanitarian experience within the Shelter sector with program management experience and working with coordination platforms (eg Clusters).
    • Experience in community development, community mobilization, or similar community and owner driven initiatives, including integration of other sectors.
    • Familiarity with current standards and guidelines for humanitarian emergency response, including the Core Humanitarian Standards and Sphere Handbook.
    • Should have experience in and ability to build capacity in implementing teams, local partners and community bodies, with a focus on community participation.
    • Should have ability to work in partnership with local communities, government and NGOs as appropriate.
    • Should have experience in local construction technologies, materials and approaches.
    • Should have ability to read, analyze and interpret administrative reports, technical procedures, or government regulations and policies.
    • Should have capacity to write reports, and procedure manuals and effectively present information.
    • Should have Knowledge on ICT particularly on Microsoft Word, Excel, MS Access, PowerPoint and Outlook. (both Bangla & English), etc., is essential.
    • Should be fluent in communication both in writing and speaking in English language.
    • Should be self-driven and positive to work in a team.
    • Should have “can do’ attitude and able to handle multiple tasks managing priorities.
    • Committed to work following organizational aims, values, principal and policies.
    • Excellent interpersonal, organizational and communication skills.
    Program Support:

    • Provide guidance and support in assessments as part of program development, ensuring that this is coordinated with other sectors and actors.
    • Support in program / project shelter and settlements design. To include relevant technical, operations, HR, and budget inputs for current and new proposals.
    • Advise on monitoring the progress and performance of Caritas shelter and settlements programs and provide real-time support and advice to maintain program quality.
    • Rresponsible for communications and representation with UNHCR, IOM, the Shelter Sector / Cluster, donors, and other key partners and actors, to maintain good relations and the reputation of Caritas.

    Capacity Building:

    • Provide leadership and support to program staff to help maintain and develop Caritas Shelter and Settlement capacity. This to include progress monitoring and reporting.
    • Aassist in the design and facilitation of any capacity building initiatives such as curriculum, training, simulation and other learning experiences.
    • Rresponsible for the collection, collating, and access of existing Caritas and other relevant shelter and settlements resources and create suitable repositories for this information.
    • Lead in the design of learning initiatives, such as research, studies, and pilot projects. To include liaison with all relevant stakeholders and ensuring the quality of the results and outputs.

    Homes and Communities (H&C):

    • Develop and implement a professional development plan for this position for Shelter and Settlement (H&C).
    • Rresponsible for the development of personal development plans for regional focal points for the H&C program.
    • Provide support and input for any review and adaptations of Caritas shelter capacity strategy to incorporate Homes and Communities.
    • Provide leadership and technical support for the design and MEAL components of research and studies related to the H&C program.
    • Direct the dissemination of learnings from research and learning activities to a variety of audiences in Bangladesh, regionally and globally, including events organized and hosted by Caritas Bangladesh (eg Asia Shelter Forum).
    • As required, to represent Caritas at events in Bangladesh, regionally and globally, including Shelter Forum, CI Working Group, START, Sector, Cluster and other platforms and forum.
    • Develop key relationships and partnerships with key actors within and outside of Bangladesh, including govt, NGO, Universities and other institutions.
    • Facilitate the formation and maintenance of a H&C study group (connector) and to encourage the participation of key actors, including the organization of events.
    • Develop relations with BUET and MWATS to provide information and learning on H&C approaches with the aim to incorporate into their curricular.
    • Develop a H&C learning agenda for the H&C initiative and the local agenda for Bangladesh, including planning and designing research and studies.
    • Develop appropriate M&E mechanisms to track the progress of the project and to report on the impact and outcomes

    Information and Co-ordination:

    • Prepare reports as required by Caritas and CRS, relevant Government coordination bodies, external donors, and other interested parties. Provide project documents, operation plans, program schedules and budgets as required.
    • Represent Caritas in discussions or meetings with government, non-government and UN agencies in collaboration with the H&C manager.
    2. Position: MEAL Manager

    Position: one (1)

    Age: 25 – 45 years (as on 31/07/2020)

    Salary Range: Tk. 80,000/- consolidated per month. (Negotiable).

    Reporting to: Manager (Disaster Management)

    Job Nature: Temporary

    Job location: The position is based in Dhaka but field visit at Regional, Project and Field Offices is required.

    Educational Qualification: MSc in Statistics/Demography, Masters of Social Science in Development Studies/Public Administration/Economics/Sociology/Social Work or Welfare/Anthropology preferably with honors degree from any recognized University.

    Experience, Knowledge, Skills and Abilities Requirements:

    • Minimum 5 – 7 years of experiences with MEAL responsibilities in NGO, preferably INGOs.
    • Should have demonstrated skills in data analysis and interpretation.
    • Should have practical experience in using Open Data Kit (ODK) tool specially CommCare and CommCare Plus.
    • Should have ability to work in partnership with local communities, government and NGOs as appropriate.
    • Should have ability to read, analyze and interpret administrative reports, technical procedures, or government regulations and policies.
    • Should have ability to write reports, and procedure manuals and effectively present information.

    MEAL System Design and Implementation :

    • Ensure compliances with CRS MEAL policies and procedures in designing project MEAL system for CRS supported projects.
    • Ensure compliance with CRS MEAL framework for Homes and Communities to measure influence and scale.
    • Facilitate and contribute in developing Theory of Change, Result Framework, ProFrame, MEAL Plan for assigned projects, including identification of appropriate indicators, measurement methods and critical assumptions of MUKTE-III, Homes & communities and other CRS funded projects.
    • Support the development of effective data collection tools for routine monitoring as well as periodic project performance monitoring and reporting.
    • Design and organize workshops for developing MEAL System, Tools Development and developing roll out plan.

    Monitoring:

    • Ensure quality monitoring data as per MEAL Plan and data quality standards.
    • Design and develop monitoring database and manage the database complying data protection policy.
    • Develop data flow map according to MEAL Plan and ensure data flow as per matrix.
    • Produce regular process monitoring as well as periodic performance monitoring report.
    • Support the use of information and communication technologies (ICT) for project MEAL.
    • Use qualitative and quantitative methods to collect data in the field and accompany CRS and partner staff doing this.
    • Ensure timely trend analysis of monitoring data to support project reporting and decision making.
    • Support the implementation of data quality controls to ensure the integrity of project data.
    • Support project M&E audits and data quality assessment.
    • Assist with review and/or development of project reports.
    • Pay quarterly field visit to MUKTE-III project and provide necessary guidance for improvement.

    Evaluation:

    • Develop Terms of Reference (ToR) for project baseline, Mid-term review and project end evaluation with the support from TA-MEAL, CRS Bangladesh. Develop and update the learning agenda for H & C in collaboration with H&C Manager and TA.
    • Support MUKTE-III project staff and H&C Manager in documentation the project files and data quality assessment (DQA).
    • In consultation with CRS MEAL-TA, Bangladesh, develop Scopes of Work (SoW) with respective project managers for hiring consultants.
    • Coordinate and lead baseline, MTR and end evaluation data collection with quality assurance.
    • Organize and co-facilitate participatory reflection events with relevant stakeholders to identify learning and recommendations as part of baseline, MTR and end evaluation.

    Accountability and Learning:

    • Develop and establish high quality accountability mechanism.
    • Provide support to MEAL staffs to facilitate community/participants feedback mechanism, collect routine feedback data and prepare response to community/participants’ feedback.
    • Support implementation of project accountability and learning initiatives under the guidance of the TA-MEAL, CRS Bangladesh and in cooperation with project and program teams.
    • Support field MEAL Teams to identify and document of lessons learned, good practices and results from CRS Bangladesh supported projects Represent Caritas in discussions or meetings with government, non-government and UN agencies in collaboration with the H&C manager.
    • Develop learning plan and support MEAL TA, CRS Bangladesh in conducting reflection and learning workshops.

    Capacity Building:

    • Support field staff in strengthening the MEAL systems and capacity of MEAL Staffs to improve program quality through the provision of on-the-job support.
    • Ensure appropriate, high quality orientation and training of field staff and partners on project MEAL system and tools.
    • Organize and facilitate data enumerators on mobile based data collection tools and techniques.
    • Support in main streaming the MEAL for Homes and Communities in Caritas Bangladesh as required.

    ICT4D:

    • Develop mobile based data collection tools using Open Data Kit.
    • Ensure real-time monitoring data using ICT tools.
    • Prepare definition files and support developing app-based tools in consultation with MEAL TA, CRS Bangladesh and project managers, MEAL Staffs and CRS regional/sub-regional ICT Team.

    The selected candidates will be appointed on temporary basis initially for one year which may be extended for future period based subject to the satisfactory performance and requirements of the Organization.
