Director of Grants and Subcontracts

Background. The Advancing Universal Health Coverage (AUHC) Activity is a USAID-funded health initiative to assist the goals of the Government of Bangladesh to significantly expand access to safe, affordable, and quality health services, while increasing financial protection for the poor. Specific project objectives are:

  • Develop and implement a program to transform the Smiling Sun Network into a centrally managed, sustainable private social enterprise
  • Increase access and uptake of the essential service package
  • Ensure equitable access to health services under sustainable financial systems
  • Improve the quality of care
  • Improve program strategies drawn from lessons learned (crosscutting)

Supervisor: Deputy Chief of Party – Finance and Operations

Position Description

The Director of Grants and Subcontracts will be responsible for managing, administering, and monitoring strategic and practical utilization of grant and subcontract mechanisms to support AUHC’s delivery of health services through the Surjer Hashi Network (SHN). He or she shall coordinate with project teams to ensure that project funds are disbursed and managed in compliance with applicable USAID and Chemonics policies and regulations and in a responsible, effective, and efficient manner, contributing to the achievement of the goals and objectives as presented in the contract and annual work plans. The Director of Grants and Subcontracts will oversee funding obligations, administrative management, grant applications, subcontract proposals, selection processes, negotiations, and awards.  He or she will provide primary oversight of AUHC’s subcontract with SHN and assist SHN in the continued refining of its internal organizational procedures.

He or she will also advise and assist in the design, development, and oversight of non-service delivery procurements, such as clinic equipment and improvements.
He or she will serve as a project financial auditor of SHN clinics when required for compliance monitoring.

Principal Duties and Responsibilities

  • Oversee the administrative implementation of all project subcontracts and grants, including modifications and closeouts.
  • Establish and maintain a tracking system for preparation of Requests for Applications (RFAs) and Requests for Proposals (RFPs), evaluation of grant and subcontract proposals, grantee/subcontractor selection, awards, monitoring of grantee/subcontractor performance, grantee/subcontractor deliverable submissions, and partner disbursements.
  • Assist SHN in carrying out procurement processes, in coordination with AUHC procurement staff, in a manner compliant with USAID rules and regulations and SHN policy.
  • Provide guidance to staff on appropriate subcontract mechanisms for funding specific program activities.
  • Organize bidders’ conferences as necessary in coordination with relevant project team members and management to ensure all potential applicants/bidders have a clear idea of the project’s objectives and the purpose of RFA/RFPs.
  • Analyze grant applications, subcontractor proposals, and awards to ensure adherence to project management policies and procedures and Chemonics guidelines, as well as USAID rules and regulations.
  • Ensure adherence to Chemonics’ conflict of interest policy, ensure that project partners have their own rigorous policies, and monitor partner compliance therewith.
  • Review, analyze, and negotiate grant and subcontract budgets.
  • Complete procurement documentation following procedures established in the grants manual and field office procurement manual in respect of grant and subcontract competition policies and negotiation.
  • Monitor project grantees and subcontractors to ensure compliance with USAID and Chemonics’ administrative requirements, including conducting site visits for internal audits.
  • Mentor and/or provide targeted training to SHN in the continued refining of its internal systems and policies, including HR, finance and administration, procurement, and Board governance.
  • Monitor SHN’s inventory management for compliance with subcontract terms and USAID rules and regulations.
  • Recommend improvements to grants and subcontract management policies, procedures, and practices, as necessary.
  • Provide direct supervision and oversight to project’s grants and subcontracts associates.
  • Oversee monthly invoice review from SHN together with project voucher examiner and prepare report for DCOP – Finance and Operations on questioned and disallowed costs.
  • Prepare and update monthly grants and subcontracts budget reforecasts and pipelines in line with SHN and grantee implementation.
  • Other duties as assigned by the DCOP – Finance and Operations

Minimum Requirements

  • Seven years’ experience working with USAID-funded grants and subcontracts in Bangladesh, with at least three of those years in a management position.
  • Bachelor’s degree in a relevant field, with preference given to those candidates with an accounting degree.
  • Fluency in Bangla and English.  Preference will be given to those candidates with strong English writing skills.
  • Solid understanding of the Microsoft Office Suite, including but not limited to Word and Excel.
  • Preference given to those who have experience with Tally accounting software.
  • Demonstrated understanding of the FAR, ADS 303, and other relevant U.S. government grant and subcontract regulations.
  • Ability to travel throughout Bangladesh.

Location of Assignment

The location of this assignment is Dhaka, Bangladesh, with travel to the SHN clinics estimated to require 60% of the incumbent’s level of effort.
