The GO4IMPACT – a multi-year project funded by the Swiss Agency for Development and Cooperation (SDC), is implemented by WaterAid (https://www.wateraid.org/bd/) and Swisscontact (https://www.swisscontact.org/en/countries/bangladesh) consortium in Bangladesh. The project aims to contribute to strengthening local democracy and improving equitable climate resilient basic public service provision in the water and solid waste management sectors in Bangladesh. This role entails overseeing the financial and administrative operations of GO4IMPact project, ensuring the compliance to statutory, Swiss Development Cooperation (SDC), and WaterAid global standards. Responsibilities include supporting the Team Lead and project team in project financial matters, facilitating procurement and logistics for project execution, verifying project payments, organizing capacity building efforts for team and partner NGOs to comply with donor requirements, and monitoring partner financial performance. As a member of WaterAid’s Admin and Finance team, this role will also contribute to WaterAid’s core functions.
Key Responsibilities
Budgeting and Reporting: • Review and revise the project budget including partner budget as per donor agreement, general terms and condition and special provision • Assist Team Leader (TL) in revising the direct programme activities budget and in preparing Yearly Plan of Operation (YPO) following the donor conditions • Revise Technical Assistance Project Proposal (TAPP) budget by mapping the project budget into TAPP budget codes and format • Prepare half yearly and annual operational report along with Statement of Accounts (SoA) following the donor agreement and special provision to the agreement • Review monthly budget vs actual, identify the over/underspent and share with Team leader (TL)/Deputy Team Leader (DTL) • Support team members on month-end, quarter-end, year-end reporting • Oversee the grants contractual compliances including funds management, currency movement, reporting etc Treasury and Fund Management: • Ensure the project payments through proper review and entry in the accounting system • Ensure accuracy of reviews and postings made by supervisees for all vendor/ suppliers/ service providers invoices, participant payments, staff advances etc. • Prepare realistic monthly cash forecast. • Manage fund including cash and bank • Manage fund transfers to the partners from WaterAid Bangladesh (WAB) • Review payroll and transfer salary to staff bank account • Preparation of invoice and grant income posting Partnership Management: • Review partner’s agreement and budget – also revised budget and amendment of agreement in line with approved allocation/ donor budget. • Review Letter of Intent (LoI) to partner and follow up FD6 and FD2 submission/ approval/ TAPP arrangement. • Review partner fund request critically, coordinate with Team Leader (TL)/ Deputy Team Leader (DTL) to place the fund request • Review partners liquidation statement, budget variance report & other reports of month end returns and record into accounting software • Review the budget variance report and flagging the activities not on track/poorly budgeted with the respective TL/DTL, monitor project expenditure, identify the areas of under/over expenditure and share with supervisor • Conduct financial monitoring visit to partner NGOs and prepare report on the visit • Identify training needs for partner finance staff, arrange training and facilitate session. • Assess partners financial system and identify the area of improvement • Participate in the interview board as observer in the recruitment of accountant of project partners General Administration and Logistics: • Develop project procurement plan and initiate procurement accordingly following WaterAid procurement guideline. • Review Comparative Statement/Analysis as a part of the member of procurement committee, review notes for record, attend in the negotiation meeting with vendor • Manage all office facilities • Manage the vehicles and travel • Provide administrative support to management and project team • Manage relationships with all suppliers as required • Ensure donor compliances The above responsibilities are subject to change from time to time upon reviewing by the management.
Requisite qualifications, experience, and attributes
Education and Experience: • Master’s in Accounting/ Finance/ MBA (major in Accounting/Finance); CA Course Completed/ partly or qualified CA/CMA/ACCA will be preferred • At least 07 years’ experience in relevant field, in which minimum 03 years in managerial position in a donor funded reputed organization/s • Must have proven experience in managing local NGOs/partners as well as multiple donors • Familiar with govt rules and regulations including NGOAB and NBR • Demonstrated expertise in grants, partnership and treasury management • Experience to work in a SDC funded project is a plus Skills and Competencies: • Competent in handling accounting software • Proficiency in speaking and writing in English • Good report writing skill with knowledge of MS Excel/Word/Power point. • Practical experience in generating and analysing software based financial reports • Excellent interpersonal skills, able to work in a team respecting individual differences • Able to initiate and work independently, meeting deadlines prioritizing tasks and deliver output ensuring quality and accuracy • Analytical and problem-solving skills and ability to communicate in a clear and concise way
