Red Cross – Red Crescent movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS) is a national society of the movement, constituted on 31 March 1973 by the President’s Order No. 26 of 1973 with retrospective effect from 16 December 1971. This is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government, the Society provides humanitarian assistance to vulnerable people over the last 52 years and has undertaken a wide range of activities in humanitarian response, disaster management, livelihood, health, WASH, capacity building and in promoting Red Cross/ Red Crescent ideals and principles.

BDRCS, under its Population Movement Operation (PMO), has been providing humanitarian services since 2017 for the displaced Rohingya people from Rakhine state of Myanmar who have been sheltered in different camps under Ukhiya and Teknaf of Cox’s Bazar. Currently, BDRCS is looking for a suitable Bangladeshi national for the following position under PMO, Cox’s Bazar:

Reportable to: Project Officer Health, NCDS Program, PMO.

Workstation: PMO, Cox’s Bazar.

Duration: Upto 31/12/2024 with possibility of extension based on satisfactory performance and availability of funds.

Job Summary

• Under the supervision of the Project Health Officer at BDRCS’ Population Movement Operation in Cox Bazar, the Project Field Officer (Health) is responsible for the effective planning and implementation of project activities in targeted Health facilities including Health posts, Field Hospital & MCH centre, Teknaf of Cox’s Bazar based on approved plans. He/She will provide the necessary technical and operational support to responsible person in health facilities and facility-based volunteers in the roll out planned activities. He will provide high level supervision to staff and volunteers in the target health facilities and at community level as well supporting the strengthening of technical collaboration with Health sector and NCD working groups in Cox Bazar.

Key duties and responsibilities

• Support the Health officer as well as Health and MHPSS Manager in proper needs assessments, planning and overall implementation of activities for the prevention and management of Non-Communicable Diseases (NCD) in the targeted health facilities.
• Support the establishment of community based functional referral systems to the BDRCS Field Hospital and other approved Health facilities in the camp and host communities.
• Support field assessments including selected health facilities, catchment area of MCH Centres, initial assessment, baseline and end line surveys, data collection, documentation, and dissemination of relevant information at field level.
• Support the planning and implementation of project activities.
• Support the adaption of relevant IEC materials, message and tools for targeted audiences at community level.
• Support the rollout of training, coaching, mentoring and supervision of health posts, field hospital & MCH Center within the target districts.
• Prepare and submit quarterly and monthly detailed workplans and budgets to guide activity implementation at field level.
• Establish and strengthen coordination mechanisms with BDRCS’s Unit and like-minded stakeholders at districts and community level.
• Support the establishment and strengthening of community engagement and accountability mechanisms, including systems for managing complaints and feedback
• Prepare and submit quality and timely reports on project implementation as per schedule.
• Attend and participate in relevant health and NCD’s internal and external meetings and coordination activities at districts and community level.
