CARE Bangladesh with financial support from UNFPA has initiated a humanitarian preparedness and response project for the most vulnerable groups to meet the sexual- and reproductive health (SRH) needs in emergency. The target audience are SRH service providers including Govt. and non Govt. officials operating at national and local level. The beneficiaries are people living in areas severely affected by natural disasters whose SRH needs to be improved and protected in humanitarian situations.

Program Manager – Sexual Reproductive Health (SRH) in Emergency position will manage implementation of sexual and reproductive health (SRH) in emergency project by means of developing and implementing detail implementation plan (DIP) as per the project proposal. She/he will be responsible for budget management, program assessments, strategy development, project design, project management and implementation and regular reporting to the donor, with major emphasize to monitoring and evaluation of activities. Work closely with the relevant department and agencies of Government of Bangladesh (GoB) as well as all other members of the emergency response team and link development with emergency response activities.

S/he will be working with CARE Bangladesh’s humanitarian & resilience and health team to ensure proper linkage and solicit required technical support for implementing this project. Person will be responsible for planning and working with local implementing partners to ensure delivering target activities timely. Person will work closely with UNPFA focal person to ensure technical inputs to deliver the project target and ensure coordination with other Implementing Partners (IP) of UNFPA in relation to SRH-in emergency project.

II.            Responsibilities and Tasks: % of Time
Responsibility # 01 Coordination with relevant stakeholders to deliver the project target activities.

30%

  • Act as coordination focal point for CARE Bangladesh for this project , person will attend regular coordination meeting with different stakeholders including UNFPA, other UNFPA’s implementing partners of SRH in emergency project, CARE local partners etc.
  • Represent CARE in SRH-in emergency sub group (under health cluster) meeting.
  • Maintain internal coordination with health and humanitarian & resilience team of CARE Bangladesh for soliciting necessary technical support from respective team.
  • Coordinate with relevant Govt. department at local and national level to incorporate their inputs into project activities.

Responsibility # 2: Develop and implement the Detail Implementation Plan (DIP) for the SRH in projects, Monitoring & Quality assurance with adequate knowledge on monitoring and quality tools.

25 %

  • In consultation with CARE health and humanitarian & resilience team develop details implementation plan as per project proposal.
  • Develop Terms of Reference (TOR) for assessment of SRH-E facilities in existing health clinics at target Union and Upazila level.
  • Act as key focal point for delivering all target training at local and national level
  • Support emergency SRH response activities performed by the implementing local partner NGO’s.
  • Ensure gender and GBV are integrated into all SRH in emergency activities.
  • Coordinate with relevant Govt. department to develop contingency plan for SRH response in emergency
  • Monitoring expenditure of the project both CARE and local partner level.

Responsibility # 3: Monitoring Evaluation Documentation and Learning (MEAL).

25%

  • Maintaining close liaison with the PEARL team and CARE USA team to develop MEAL framework for this project.
  • Ensure collection of monitoring data and analysis to support MEAL framework.
  • Organize learning –sharing workshop at District and national level.
  • Documenting project lessons and good practice and ensure cross learning across CARE local partners and other IP’s of UNFPA.
  • Formulate and Monitor proper and timely expenditure of the project budget, and efficient management of resources.
  • Prepare and submit report as per requirement of donor (UNFPA).

Responsibility # 4: Implement SRH in emergency in case humanitarian crisis.

20 %

  • Monitor emergency situation and keep liaison with UNFPA.
  • Manage SRH supplies in case received in kinds from UNFPA during emergency.
  • Develop SRH in emergency response proposal if any humanitarian situation occurs.
  • Contribute capacity building for SRH in emergency at CARE and local partner level.
  • Contribute SRH in emergency section in CARE’s emergency preparedness plan and perform emergency duty if required.

 

III. Reporting to:  
  • Coordinator, Emergency Preparedness & Resilience with matrix relation with Humanitarian Director, Technical Coordinator-Research and documentation and Director-Health (health team)

 

IV. Working Conditions:  
CARE Bangladesh Dhaka office with field visit as required. Closely interact and participate in the relevant events of Health Team to leverage opportunities for effective and efficient implementation of SRH in emergency project.

 

V.   Qualifications and Experience:  
  • 5 to 7 years’ experience in health service delivery project management position, experience in disaster response will be preferred.
  • MBBS with Masters in Public Health from reputed institutions. Highly experienced person on SRH in emergency can be considered without having MBBS degree but MPH from reputed institution is a must.
  • Experience of implementing health/SRH program independently working in reputed national or International NGOs.
  • Experience in conducting comprehensive and rapid situational and need assessments and an understanding of health and nutritional requirements in emergency.
  • Experience in budget management.
  • Skills in training, monitoring and evaluation of health interventions.
  • Strong writing skills and report writing.
  • Good understanding of MS Office applications.
