Uttaran is a national development organization working in the coastal region of Bangladesh since 1985 to uphold rights and entitlements and to improve the socio-economic condition of the poor and disadvantaged. Uttaran facilitates in getting access to and control over resources by the poor and disadvantaged to improve agricultural productivity and economic empowerment.
Uttaran with technical support from HELVETAS Swiss Intercooperation Bangladesh will collaborate to implement the “Actions to Climate Change Ensuring Sustainable Solutions (ACCESS) Project” in the southwestern coastal region of Bangladesh. This partnership aims to enhance capacities in adaptation, disaster risk management, climate-induced migration, water, sanitation, and hygiene (WASH), livelihood, soil, and food security through mutual capacity-strengthening programs and knowledge-sharing activities. Together, they will explore, pilot, and disseminate innovative technologies and methodologies while engaging in advocacy efforts to promote their adoption.
Uttaran invites applications for the position titled Officer-Finance and Admin for the Actions to Climate Change Ensuring Sustainable Solutions (ACCESS) project. The Officer – Finance and Admin will play a crucial role in ensuring effective financial management, administration, and compliance with organizational policies and donor requirements.
Reports to: Coordinator Finance & Accounts and Head of Admin, UTTARAN
Employment Status: Contractual- Fixed Term Contract up-to 31st December 2025 (May be extended upon donor fund commitment and satisfactory performance).

Job Description
- Financial Planning and Reporting
- Analyse profitability by comparing actuals with forecasts.
- Prepare monthly, quarterly, and annual financial plans following the approved budget.
- Develop financial projections for the Project and submit cash requisitions to donors.
- Generate accurate and timely financial reports for internal and external stakeholders.
- Create on-demand financial reports as required by Uttaran’s management and donors.
- Compliance and Risk Management
- Ensure compliance with IAS and BAS accounting systems in project operations.
- Follow updated VAT, tax, and revenue compliance as per Bangladesh government regulations.
- Deposit VAT and tax to the government treasury within deadlines.
- Monitor procurement processes to ensure policy and compliance adherence before payment.
- Conduct internal audits and respond to audit observations by preparing management responses.
- Financial Operations and Record Maintenance
- Manage daily financial transactions and maintain books of accounts.
- Preserve and organize all financial documents, including vouchers, ledgers, bills, and reports.
- Maintain and update inventory and asset registers in line with organizational policies.
- Safeguard cash, bank cheques, audit reports, agreements, and other sensitive documents.
- Team Collaboration and Capacity Building
- Orient project team members on financial policies, norms, and compliance requirements.
- Participate in staff coordination meetings, share financial updates, and plan accordingly.
- Collaborate with programmatic teams to verify expenditures and monitor project activities.
- Support Uttaran’s management and donors with regular coordination and communication.
- Administrative Roles and Responsibilities:
- Abide by the staff’s management policy and accounts management policy of the organization.
- Submission of weekly/monthly activity plans and reports.
- Maintain and fulfill movement registers for field visits properly.
- Fulfill and maintain leave forms properly.
- Maintain tour forms properly and submit them after tours with vouchers.
- Preserve organizational files and resources.
- Prepare for conducting additional responsibilities as required by the organization.
- Avoid conspiracy, indecent words, and negative views towards higher authority and show faith in the organization.
- Consolidate and unite for the organization.
Education
- Bachelor/Honors, Masters, Bachelor/Honors, Masters, Bachelor/Honors, Masters
- Bachelor’s or master’s degree in accounting, Finance, or a related field. (CACC will be additional advantage).
Experience
- At least 5 years
Additional Requirements
Experience Requirements:
- At least 5 years of experience in financial management, preferably in the development sector.
Skills and Competencies:
- Strong knowledge of IAS and BAS accounting systems.
- Proficiency in financial software and Microsoft Office applications.
- Excellent reporting, analytical, and organizational skills.
- Ability to independently manage audits and prepare responses.
- Strong communication and team collaboration abilities.
- Proficiency in MS Office (Word, Excel, PowerPoint) and other relevant tools.
- Fluent communication skills in English and Bangla (both written and spoken).
- Familiarity with VAT, tax, and government regulations in Bangladesh.

- Salary: 50,000 BDT per month (Monthly salary package with bonus, gratuity, PF and others)
