যেসব দেশে বিনা খরচে পড়াশোনার সুযোগ পাবেন

বিশ্বজুড়ে হাজারও বিশ্ববিদ্যালয়ে হাজারও বিষয়ে পড়ানো হয়। অনেকেরই স্বপ্ন থাকে কোনো নির্দিষ্ট বিষয় সম্পর্কে জানার, সেটা নিয়ে পড়ার। দেশের বিশ্ববিদ্যালয়গুলোর আসন-সংকট ও বিদেশযাত্রায় কড়াকড়ি ও মোটা অংক ব্যয়ের কথা ভেবে অনেকেরই উচ্চশিক্ষার সেই স্বপ্নকে বাস্তবে রুপ দেওয়া সম্ভব হয় না। কিন্তু আসলেই কি দেশের বাইরে পড়তে যাওয়া মানে মোটা অংকের অর্থ ব্যয়? নাকি মেধাবীদের জন্য আছে আশার আলো? শিক্ষা ও অন্যান্য দিক দিয়ে যেসব দেশ উন্নত সেসব দেশে অবশ্যই সুযোগ আছে স্বল্প খরচে এমনকি বিনামূল্যে পড়ার সুযোগ। আজ জানা যাক বিদেশে  বিনা খরচে পড়ার সুযোগ সম্পর্কে।

১. জার্মানি

এক সময়ে বিশ্বের অন্যতম মূল পরাশক্তি ছিলো দেশটি। তবে এর জৌলুস এখন কম বললে ভুল হবে। সামরিক, অর্থনৈতিক ও অন্যান্য খাতের মতো শিক্ষাখাতকেও জার্মানরা যথেষ্ট গুরুত্বের সাথে নিয়েছে। সাম্প্রতিক বছরগুলোতে জার্মানে পড়তে যাওয়া শিক্ষার্থীর সংখ্যা বাড়ছে। এর প্রধান কারণ, জার্মান বিশ্ববিদ্যালয়গুলোতে রয়েছে বিনা বেতনে পড়বার সুযোগ। যুক্তরাষ্ট্র ও যুক্তরাজ্যের পরেই শিক্ষার দিক দিয়ে সেরা এই ইউরোপীয় দেশটি।

সম্পূর্ণ বিনা বেতনে না হলেও অন্যান্য বিশ্ববিদ্যালয়গুলোতে আছে নামমাত্র টিউশন ও এডমিশন ফি’তে পড়বার সুযোগ। বছরে ৩৫০০ ডলার খরচে করে ফেলা যাবে ৪ বছরে স্নাতক কোর্স। আর সরকারী বা বেসরকারী যেকোন একটা বৃত্তি জোগাড় করতে পারলে তো কথাই নেই। জার্মানীতে থাকা খাওয়ার খরচও পেতে পারেন, উপরন্তু হাতখরচের টাকাও পাবেন। গড়পড়তা দশ থেকে বারো হাজার ডলার বার্ষিক খরচে জার্মানির যেকোন নামকরা শহরে থেকে পড়ালেখা করতে।

২. ফ্রান্স

জার্মানির মতো বিদ্যার্থীদের আরেক পছন্দের দেশ ফ্রান্স। কাঠখোট্টা বিজ্ঞান কিংবা বাণিজ্যের উচ্চতর ডিগ্রির চেয়ে ফরাসিদেশের বিশ্ববিদ্যালয়গুলোর নামডাক শিল্পকলা বিষয়ক জ্ঞানের তীর্থ হিসেবে। আর তাই বিশ্বের নানা প্রান্ত থেকে শিল্পী ও শিল্পসংক্রান্ত বিষয়ের শিক্ষার্থীরা পাড়ি জমায় ফ্রান্সে।

জার্মানির মতো ফ্রান্সেও টিউশন ফি নামমাত্র ও কতকক্ষেত্রে অবৈতনিক। তবে সেক্ষেত্রে সাহায্য করতে পারে ফরাসী ভাষায় দক্ষতা। ফ্রেঞ্চ ভাষা জানা থাকলে যেমন সে ভাষায় শিক্ষালাভের সুযোগ মিলবে, তেমনি বিদেশী শিক্ষার্থীরা পেতে পারেন বিশেষ বৃত্তি। রাজধানী প্যারিস ছাড়া অন্য সব শহরে থাকা-খাওয়ার খরচ কম। বার্ষিক ৮ হাজার ডলারের মধ্যেই পড়াশুনা ছাড়াও ঘুরে দেখতে পারবেন ফ্রান্সের বহু বছরের ঐতিহ্যবাহী স্থানগুলোও।

৩. স্ক্যান্ডেনেভিয়ান দেশ

উত্তর পূর্ব ইউরোপের পাঁচটি দেশ (ডেনমার্ক, ফিনল্যান্ড, আইসল্যান্ড, নরওয়ে, সুইডেন) জীবনযাত্রার উন্নত মান ও অপরূপ প্রকৃতির জন্যই শুধু নয়, বিখ্যাত সব শিক্ষাপ্রতিষ্ঠানের জন্যও এসব দেশে প্রতি বছর ভিড় জমায় হাজারো মানুষ। কোপেনহেগেন, অসলো, হেলসিংকি, স্টকহোমের বিখ্যাত সব বিশ্ববিদ্যালয়গুলোর চাহিদা বর্তমানে ইউরোপের মধ্যে সবচেয়ে বেশি।

স্ক্যান্ডিনেভিয়ান প্রতিটি দেশেই সেদেশের ভাষার দক্ষতাকে প্রাধান্য দেওয়া হয়। নরওয়েতে বিশ্বমানের বিভিন্ন বিশ্ববিদ্যালয়ে স্বল্প খরচে পড়াশোনা করা সম্ভব, সেক্ষেত্রে নরওয়েজিয়ান ভাষায় দক্ষতাকে প্রাধান্য দেওয়া হয়। ডেনমার্ক ও ফিনল্যান্ডেও বিভিন্ন বৃত্তির ব্যবস্থা রয়েছে যার মাধ্যমে বিনামূল্যে পড়ালেখার পাশাপাশি থাকা-খাওয়ার সহায়তা পাওয়া যায়। তবে এসব সুবিধা স্নাতকোত্তর কিংবা পিএইচডি ডিগ্রীর জন্য দেওয়া হয়।

৪. ইতালি

সভ্যতার ইতিহাসে এক উজ্জ্বল অধ্যায় রোমানদের হাতে লেখা। সেই রোমানদের দেশ ইতালি শিক্ষার জন্য বেশ জনপ্রিয়। তবে এখানকার বিশ্ববিদ্যালয়গুলোর টিউশন ফি তুলনামূলকভাবে বেশি। সেক্ষেত্রে একাডেমিক সাফল্যের সাথে বিভিন্ন যোগ্যতাকেও প্রাধান্য দিয়ে ছাত্রবৃত্তি, লোন, বেতন হ্রাসের ব্যবস্থা করে তারা। থাকা-খাওয়ার জন্য খরচটাও অন্য ইউরোপীয় দেশের তুলনায় বেশি, বছরে ১৪ হাজার ডলারের মত। রাজধানী রোম, বিখ্যাত শহর মিলান ছাড়াও আরো বেশ কিছু শহর শিক্ষার্থীদের জন্য পছন্দের জায়গা।

৫. অস্ট্রিয়া

অস্ট্রিয়ায় ইউরোপীয় ইউনিয়নভুক্ত দেশের নাগরিকদের জন্য শিক্ষা ব্যয় সামান্য। তবে অন্য মহাদেশের যে কেউ যেকোনো ডিগ্রীর জন্য পড়াশোনা করতে পারবে অপেক্ষাকৃত কম খরচে। ইউরোপীয়দের জন্য যেখানে সেমিস্টার ফি ৪৫০ ডলার, সেক্ষেত্রে অন্যদের জন্য ৭০০ ডলারের মতো, যা উন্নত অনেক দেশের তুলনায় কম। খোদ আইনস্টাইন যে শহরে পড়ালেখা করেছেন অস্ট্রিয়ার রাজধানী সেই ভিয়েনা বিশ্বের অন্যতম শিক্ষার্থীবান্ধব শহর বলে বিবেচিত।

৬. ভারত

এশিয়ার মধ্যে সবচেয়ে স্বল্প ব্যয়ে মানসম্মত শিক্ষার ব্যবস্থা বোধহয় ভারতেই। ভারতীয় সরকার থেকে বিদেশী শিক্ষার্থীদের জন্য বিশেষ যে বৃত্তির ব্যবস্থা আছে, সেটি পড়ালেখার খরচ ছাড়াও মাসকাবারির জন্য মোটা অংকের অর্থ দেয়। এছাড়া বেসরকারী পর্যায়ের বিশশ্ববিদ্যালয়ে বৃত্তির ব্যবস্থা কম থাকলেও আছে ভাল ফলাফল সাপেক্ষে বেতন হ্রাসের ব্যবস্থা।

তবে এসব বিশ্ববিদ্যালয়ের খরচ ইউরোপ কিংবা আমেরিকার তুলনায় অনেক কম। ইউরোপে যেখানে বাৎসরিক টিউশন আর একাডেমিক ফি ১০ হাজারের ঊর্ধ্বে, সেখানে ভারতে মাত্র সাত হাজার ডলার। তাছাড়া থাকা খাওয়ার খরচও অন্যান্য দেশের তুলনায় অনেক সস্তা।

৭. তাইওয়ান

এশিয়ার দ্বীপরাষ্ট্র তাইওয়ানও শিক্ষার দিক দিয়ে বেশ অগ্রসর। শুধু তাই নয়, বিশ্বসেরা বিশ্ববিদ্যালয়ের তালিকায় উপরের দিকে রয়েছে দেশটির কয়েকটি প্রতিষ্ঠান। শিক্ষার্থীবান্ধব শহরের মধ্যে শীর্ষ ২০ এর একটি তাইওয়ানের রাজধানী তাইপে।

তাইওয়ানে স্নাতকোত্তর ও পিএইচডির পাশাপাশি স্নাতক পর্যায়ের শিক্ষার্থঈদের জন্যেও স্বল্প খরচে পড়াশুনার ব্যবস্থা আছে। বাৎসরিক মাত্র ৩৫০০ ডলারে যেকোন বিষয়ে বেসরকারি বিশ্ববিদ্যালয়ে পড়া সম্ভব। এছাড়া তো আছেই সরকারী বিশ্ববিদ্যালয়ের নামমাত্র খরচে পড়ার সুযোগ ও বিভিন্ন বৃত্তিমূলক ব্যবস্থা।
