Overall Purpose/Broad Function:
To lead and manage relations with the Government of Bangladesh (GoB) and other key stakeholders, including donors (especially GAC and DFID), UN agencies, NGOs, research bodies and private sector as appropriate. Oversee the work of the country team in developing, mobilizing resources for, managing, monitoring and reporting on grant-funded programs in Bangladesh.
The role of Country Director has three main functions:
Leadership – To drive forward the new five year country strategy that embodies the values, vision, mission and objectives of NI and ensure it is being delivered in all areas of the organization’s work, with new and existing partners.
Strategy – To ensure that NI Bangladesh is making significant positive impact for beneficiaries through delivering high quality programmes and ensuring that the processes of planning, implementation as well as monitoring, evaluation and learning, are robust; ensure NI programs are aligned effectively with the priorities of both GoB and NI
Finance – To ensure that the financial management of the organization is accountable and transparent at every level, and that all staff are fully aware and able to comply with the finance policies
Key Duties and Responsibilities:
3.1 Leadership: Demonstrable and inspiring leadership in promoting the values, the vision, mission and goal of NI and in the implementation of the NI Country Strategy.
Demonstrate clearly a personal drive for health and gender rights throughout all work and ensure they lead by example in representing the organisational values.
Lead the delivery of NI’s Country Strategy so that NI staff are living the organisation’s values and achieving the vision, mission and objectives of, as well as supporting NI’s global strategy
Lead the national team in making key decisions regarding the implementation of the GICs/strategy and in agreeing on the modalities for Programming, Finance and Monitoring, Evaluation and Learning (MEL) on each intervention.
3.2 External Relations: represent NI effectively at external fora and to the media; leadthe process of building, maintaining and strengthening relationships with key stakeholders (see above) and seek opportunities in relation to:
Profiling: to enhancethe profileof NI as a respected technical nutrition agency and its work in Bangladesh, the region and globally;
Positioning: toposition NIwith stakeholdersas a keyactor in nutrition and public health, including representation of NI onnational (and as needed at international) conferences/fora and playing an active role on national level task forces and alliances;
Influencing: to engage in policy advocacy both directly and/or in partnership with others so as to influence Government policiesand investments in nutrition by government, partners and donors;
Coordinating: to ensure that NI program activities are harmonized with those of others and facilitate government leadership and ownership in line with the Paris Principles and the SUN Movement;
Opportunities: to identifyopportunities tomobilize or/and leverage additional resources to expand the work of NI;
Donor stewardship: to ensure that staff of NI donors (both based in Bangladesh and visiting) are kept informed of progress on NI programs and ensure that NI are appropriately recognized for their support.
3.3 Planning and Program /Resource Development: lead the country team in: (a) keeping abreast of the national nutrition and health landscape especially in terms of identifying unmet needs and opportunities for NI to make an impact and (b) generating new ideas, initiatives and strategies to achieve additional impact. In particular, to lead the country team in:
Maintaining an up-to-date nutrition landscape analyses: consulting regularly with key stakeholders, documenting needs, trends, relevant new developments and opportunities, and sharing knowledge with country, regional and HQ colleagues;
Negotiating NI’s role: consulting with key stakeholders to define NI’s scope of work, and general arrangements for steering and oversight of planned programming activities while ensuring GoB engagement and ownership imperatives are kept to the fore;
Innovation: encouraging innovation and entrepreneurial thinking in program development;
Planning: developing and proposing costed plans for programming activities with expected results (country implementation plans, annual operational plans and/or other planning documents as required) which are informed by, and responsive to, needs and opportunities in the local landscape;
Budgeting and Targets: propose country budgets and results targets on the basis of the costed plans;
Documentation: ensure that all planned and expected programming activities, costs and results with timelines are recorded and maintained up to date in NI’s systems (contracts database; BOARD; SharePoint etc.).
Program Coordination and steering: convening or participating in program progress review meetings with Government and other key stakeholders; advocating for corrective actions by key stakeholders; proposing and/or negotiating adjustments to project plans and budgets as a result of steering decisions.
3.4 Program Management: Oversee the management of Core Grant-funded programming activities in Bangladesh and non-Core Grant programming activities as required, so as to achieve agreed results, program quality and disbursement targets within agreed timelines. In close consultation with relevant staff, including technical advisors in Regional and HQ Office, lead, guide and oversee the work of the country team in:
Developing enabling agreements: consulting with key stakeholders and collaborating partners to agree management arrangements for planned programming activities, including drafting Memoranda of Understanding or other documents that clarify the relative roles and expectations of NI and other partners;
Developing specifications for goods and services: drafting the scope of work, terms of reference and terms and conditions forinvitations (including RFPs; RFQs etc.) to vendors (individuals, institutions or suppliers) to submit proposals to NI to provide goods and/or services needed for NI programming activities and for delivering required results;
Identification of resources: identifying potential vendors with the capability and capacity to offer required goods and services;
Procurement and selection: overseeing and managing the process of procurement and selection of vendors in compliance with NI’s Policies and Procedures, and in close consultation with collaborating partners;
Negotiating agreements: negotiating agreement of TORs and terms with vendors;
Briefing and inception: ensuringthat all vendors are appropriately briefed and clearly understand specifications/TOR, reporting requirements, activities, process, deliverables, milestones and standards;
Performance management: monitoring theperformanceofvendorsagainstagreements and negotiating corrective actions by vendors as needed to ensure that deliverables, milestones and standards are met while ensuring value for money from vendors;
Program Monitoring and Reporting: monitoringprogress of activities against annual operating plans to ensure corrective actions are being facilitated at the program level, results and disbursement targets; accounting for variances and taking action to correct them; preparing draft reports to donors or other stakeholders;
3.5 Financial Management: In close consultation with the Country Office Program Finance Officer and Regional Finance Director, ensure that the financial resources in the Bangladesh country office cost centre are properly managed in line with NI’s Delegation of Authorities and within overall approved budgets. Lead, guide and oversee the work of the country team in:
In conjunction with regional FD, ensure that there is a robust internal control environment, including sound policies and procedures that safeguard staff and the assets of the organisation and partners, and that improve the effectiveness and the efficiency of the organisation
To evaluate and make any necessary changes to the cost base of the organisation with a view to ensuring the greatest impact and value for money
To ensure that established policies and procedures on HR, administration, finance, and programmes are understood by staff, implemented and regularly reviewed
Ensure that NI Bangladesh complies with donor terms and conditions agreements, and budget thresholds.
Carry out routine quarterly spot checks on petty cash, purchase orders, asset registers and other supporting documentation.
3.6 Human Resource Management: In close consultation with the Regional and HQ Office, provide vision and leadership for NI staff and consultants, ensure the effective performance management of NI staff and consultants in line with NI procedures and local legislation. Specifically this includes but is not limited to the following in relation to country team members:
Developing job descriptions: in line with NI norms and standards;
Approving work plans: in line with annual operational plans;
Recruitment: manage the recruitment process to fill vacant positions as per the approved country staff establishment and delegated authority;
Performance Management Process: conduct at least one annual performance review and one mid-year performance review with each staff member who is managed directly by this position; provide mentoring to help them improve performance;
Fostering Learning: encourage, and help create opportunities for, staff to continue to develop professionally through effective use of their learning plan;
Team building: establish a work environment and culture that fosters team work. Performance Management:
3.7 General Operating Environment:
Office Management: Ensure that the NI office space and environment is appropriate for the number of NI staff in the Bangladesh Office; work within established parameters to ensure that NI office space meets country standards for a safe work environment;
IT Systems: In consultation with the Regional and HQ Offices, provide oversight and management of outsourced IT service providers and IT infrastructure within the Bangladesh Office;
Safety and Security: Oversee the overall safety and security of NI staff within the Bangladesh office; including ensuring that appropriate security management systems are in place and that staff are appropriately trained and updated on security issues;
Child Safeguarding: Ensure that NI Child Safeguarding guidelines are adopted and practiced by all NI staff and contracted partners;
Sexual Harassment: Ensure that all NI staff are aware of NI’s guidelines on sexual harassment and ensure that all staff are aware of reporting procedures;
Risk Register: Ensure that NI Country Risk Register is periodically reviewed and updated.
Statutory Reporting: Ensure that all statutory reporting, including government filings, audits, etc. are completed appropriately and filed on a timely basis.
Direct supervision of at least 3 senior staff, consultant staff as required, and general supervision of all staff in the Country Office
Masters Degree from a recognized university in management, international development, public health, nutrition or other related area or other relevant experience.
Additional certification in project management, research and/or monitoring and evaluation, desirable.
At least 15 years’ experience in management of programs in public health or a related field essential, including managing finances and human resources, in progressively more responsible levels.
At least 5 years’ experience in networking at a high level with international partners and country government, desirable.
Previous experience highly desirable as a Country Manager or Director or equivalent role in scope and responsibility for an international NGO or other international agency either in Bangladesh or other country.
Experience of working in different countries in the region or internationally desirable.
Experience of working with people of different cultures and social practices desirable.
Experience of leading quality improvement for increased results.
Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy-in of stakeholders.
Language Skills and Behaviors
Must be able to read, write and speak fluently in English and fluency in Bangla is desirable.
