Background. The Advancing Universal Health Coverage (AUHC) Activity is USAID-funded health initiative to assist the goals of the Government of Bangladesh to significantly expand access to safe, affordable and quality health services, while increasing financial protection for the poor. Specific project objectives are:

• Develop and implement a program to transform the Smiling Sun Network into a centrally managed, sustainable private social enterprise
• Adopt proven innovative approaches to create new strategies to expand access to and uptake of essential service packages
• Develop and implement sustainable financial systems to facilitate expanded coverage and ensure equitable access to health services
• Improve the quality of care
• Improve program strategies drawn from lessons learned (crosscutting) 

Position Description. AUHC is looking for up to 4 Network Optimization Consultants that will work for approximately 60 days beginning the middle of June 2019. Once the consultants are identified, a specific scope of work will be developed to includes the geographical areas the teams will cover and the specific tasks.

The Network Optimization Consultant is responsible for assisting the Senior Technical Advisor, the AUHC Director of Monitoring, Evaluation Research and Learning (MERL)  and the Chief of Party (COP) as well as other AUHC and Surjer Hashi Network (SH) staff undertake a network optimization exercise. Specifically, the Network Optimization Consultant will work with various AUHC staff to implement an exercise that reviews the Surjer Hashi Network landscape looking at the placement of clinics, client needs and demand, local competitors, SHN core service offering potential, satellite spot and community service provider (CSPs) opportunities. The Network Optimization Consultant will work under the direction of the  Senior Technical Advisor to ensure that optimization exercise results are carried-out efficiently, in the prescribed manner, and the results are reported in a clear and concise manner.

Requirements: Applicants are requested to read these requirements carefully as not applicants will be not be considered unless they meet all the requirements.

• The consultant must be available effective June 15, 2019, and have the capacity to work for approximately 60 work days, excluding weekends and public holidays.
• Ability to travel to all districts in Bangladesh approximately 60% of the time.
• A Masters’ Degree in public health, social sciences or another relevant field.
• A minimum of 10 years’ experience working with health service delivery in Bangladesh. A complete understanding of public, private and NGO health service delivery systems.
• Knowledge of the local government administrative systems.
• In-depth knowledge of the Surjer Hashi Network, and health service delivery in Bangladesh.
• Ability to draft and complete written reports in English.
